行政区划是国家为便于行政管理而分级划分的区域。因此，行政区划亦称行政区域。1982年12月4日第五届全国人民代表大会第五次会议通过的《中华人民共和国宪法》第三十条规定：“中华人民共和国的行政区域划分如下：（一）全国分为省、自治区、直辖市；（二）省、自治区分为自治州、县、自治县、市；（三）县、自治县分为乡、民族乡、镇。直辖市和较大的市分为区、县。自治州分为县、自治县、市。自治区、自治州、自治县都是民族自治地方。”第三十一条规定：“国家在必要时得设立特别行政区。” 新中国成立以来，中国的行政区划根据国家建设需要先后作过多次调整。特别是改革开放以后，省级以下行政区划变化很大：按“整县改市”、“以乡建镇”模式设置大批市、镇；部分地区与市合并，全面试行市领导县体制；人民公社在政社分开后恢复为乡、民族乡；撤（县辖）区并乡建镇；恢复和新设民族自治地方。
